We The People... - Request for Funding

I know this isn't regular fare for this site but I am hoping to get some feedback from someone who has experience with writing funding proposals. This is a letter request designed to identify interest from individual donors (I'm sure large grant funders would not find me a qualified organization). It is intended to get a response for a full proposal. Let me know if I at least managed to communicate the idea clearly and any tips you might have. Thanks.
